As well as deciding on the size of the budget and how much needs to come from
the Council Tax, Councillors also have to decide how the money should be shared
out between services as shown in the chart below.

Although quite a lot of the money has to be spent in ways which, the Government says, Councillors have to take decisions on how very large amounts of money should be spent.
To do this they have to decide what their priorities are and try to follow, as far as they can, the wishes of the people of Lancashire.
As not all people have the same priorities, this is very difficult to do and not everyone will be happy with the Councillor's decisions.
